What is cienaCesMcastFilterServiceUMFState?
This determines how the device handles multicast frames for a group it doesn't have a known destination for on this service, either flooding them out to every interface in the flooding domain, or dropping them outright. An admin running a bandwidth-sensitive access network would set this to drop(1) to prevent unsolicited multicast streams from consuming shared bandwidth across every port, whereas flood(2) trades bandwidth efficiency for guaranteed delivery in case IGMP membership tracking briefly misses a receiver. A value of flood(2) on a heavily subscribed IPTV service could actually cause noticeable congestion if many unknown groups are received simultaneously.
