Like its MinMeasurement sibling, this object's meaning flips depending on the row's sub-category: for maxSpeed rows it represents the maximum speed the fan can run at while still being considered healthy, and for minSpeed rows it represents the minimum acceptable speed. An admin needs to check FanRPMHealthSubCategory before reading this threshold, since misreading a maxSpeed-row threshold as a floor (or vice versa) would completely invert the intended alarm logic. For example, on a minSpeed row, a fan reading below this threshold would be unhealthy for running too slow, while on a maxSpeed row the same threshold value instead caps how fast the fan is allowed to spin.
