What is cadIfCmtsCmStatusProvFlaps?
Counts the total number of times a cable modem has dropped out and re-entered the Provisioning state, where it acquires its IP address and configuration file. Repeated provisioning flaps can indicate DHCP or TFTP failures preventing the modem from fully registering.
