What is sysLaPortActorResetAdminState?

Configures the 8-bit administrative LACP Actor_State flags sent in LACP Data Units (LACPDUs) for a port, covering attributes such as LACP activity, timeout, aggregation eligibility, and synchronization. These flags govern how the local switch advertises its LACP capabilities to the partner device.
