While in passive mode, the interface level ignores ingress IS-IS protocol packets and does not transmit any IS-IS protocol packets.
If the value of vRtrIsisIfLevelPassive is 'false', this interface address is advertised at this IS-IS level only if it is configured as with the IS-IS protocol as enabled.
What is vRtrIsisIfLevelPassive?
When set to true, causes this interface's address to be advertised in IS-IS routing at the specified level without actually running the IS-IS protocol on that interface, making the prefix visible in the topology while preventing IS-IS Hello and PDU processing. This is useful for loopback or stub interfaces that should appear in the link-state database without forming adjacencies.
