This read-only counter reports the number of incoming voice calls blocked at a specific subscriber voice end point, indexed the same way as subEPIncomingCallsCompleted using the end point's unique system-wide index. A nonzero or growing value here indicates a problem isolated to that particular subscriber's line rather than the card or system overall. An admin troubleshooting a customer complaint about missed calls would check this counter for the affected subscriber's end point.
