What is subMaxCapableLineRate?

Maximum line rate, in kbps, the physical subscriber line can actually support, determined by factors like distance to the central office, copper quality, and the IAD model installed. An admin compares this against subMaxAllowedLineRate to see how much headroom exists to upsell a faster plan.
