What is subMaxAllowedLineRate?

Maximum total line rate, in kbps, the subscriber is provisioned to receive from the service provider across voice, data, and video combined; must be less than or equal to subMaxCapableLineRate. An admin sets this as the commercial/plan-level speed cap, distinct from what the line can physically support.
