What is atmxCesSvcConfigOperStatus?

This reports the current status of this switched virtual circuit: connected, still attempting setup (establishmentInProgress), given up after exhausting retries, missing a configured remote address, or blocked because the underlying CES interworking function itself is down. Use it to quickly diagnose why a particular SVC isn't up without having to cross-reference several other objects.
