This read-create RowStatus object controls creating or deleting a row in the recipient-address table, and the MIB requires all columns be supplied when creating a row. It matters because an admin can't add a working recipient by setting just the address; the index, address value, and this row status must all be set together. For example, an SNMP set of createAndGo along with wsInfraSmtpNotifyToAddrVal="admin@company.com" adds a new active recipient in one operation.
