What is ubiCfmPmEventEnabled?

Whether a notification is sent when a performance-monitoring session's state (ubiCfmMepPmDelayState / ubiCfmMepPmLossState) changes; disabled by default. An admin enables this to be alerted automatically when a delay or loss measurement crosses from ok to fail, rather than polling those objects continuously.
