Sets the chromatic dispersion (CD) value for this OMS line in tenths of ps/nm, covering a range of -40000 to 78000 (i.e. -4000.0 to 7800.0 ps/nm), defaulting to 17000 (1700.0 ps/nm). This span-level fiber-dispersion parameter is a key input to the GMRE's coherent optical feasibility model.
