This counter tracks packets that were discarded on a circuit emulation (TDM over Ethernet) egress port because they arrived out of sequence (detected via control word sequence numbers) and could not be reordered within the jitter buffer window. It reflects packet loss due to out-of-order delivery. A carrier operator monitors this to diagnose jitter, packet loss, and timing issues on emulated TDM services.
