This object contains the upper 32 bits of a 64-bit counter tracking low-priority packets discarded by the ingress queue group policer on an Alcatel-Lucent service router's forwarding processor. Because SNMP counters were historically limited to 32 bits, this high-order value must be combined with a companion low-order object to get the complete packet count. Service providers monitor this to understand quality-of-service enforcement and ensure low-priority traffic is being rate-limited correctly.
