In set operations, the value 1 (it is the only value that can be assigned by a writing operation) implies the PPP link is going to be dropped.

What is telProdNpMonIfcPPPCommReset?

Read gives the outcome of the last attempt to drop this PPP link via the RESET-LINK command: 2 (ok), 3 (error), or 4 (undefined) if never attempted. An admin forces the link down and back up by writing the value 1 here, a common remote-troubleshooting step to clear a PPP session that is stuck in a bad negotiation state without needing console/physical access to the router.
