What is salixSysSyncPrimaryRefState?

Reports the health of the primary reference line: unknown(0), valid(1), lossOfSignalError(2), or frequencyOffsetError(3); relevant when timing mode is line and a primary reference is configured. An admin checks this to diagnose why the sync module might have failed over away from the primary reference.
