What is rbnSubsActiveResendSvcAcct?
Setting this to true resends the RADIUS Acct-Start packet for every service associated with this active subscriber session (as opposed to rbnSubsActiveResend, which only resends the session-level record). A get always reads back false since it's a one-shot trigger.
