What is ogsgnlEventState?

This records the new state of the serial control signal after the change that triggered this logged event, typically an on/off or asserted/deasserted condition. Administrators pair it with the signal type field to know both which line changed and what it changed to, which helps diagnose issues like a modem losing carrier or a device losing its ready signal. A value of "off" alongside a DCD signal type would tell an admin the connected device just lost its carrier-detect signal.
