What is tokenRingNetworkStateCause?
The best available estimate of what caused the ring's current state transition (e.g. a specific soft/hard error type, a beacon condition, or a lost/duplicate monitor); defaults to initialState when the interface first joins the ring, or notClear if no better information is available.
