What is nncAtmCongStatsShortIntvlState?
This read-only NncExtIntvlStateType value reports the state of a completed historical 15-minute interval: normal(1), nonexistent(2), userReset(3), start(4), or timeChange(5). An admin checks this before trusting a historical interval's statistics, since a userReset or timeChange state means the counters for that interval may be incomplete or unreliable. Seeing nncAtmCongStatsShortIntvlState as nonexistent(2) for a given historical interval tells an admin no valid statistics were collected for that 15-minute slot.
