An admin checks this per-interval value when reviewing whether protected traffic was affected during a specific past congestion event. A nonzero nncAtmCongStatsShortIntvlClp0CellsDiscarded in a specific historical interval row confirms high-priority cells were actually lost during that particular 15-minute window.
