What is nncAtmCongStatsShortIntvlAlarmStatus?

This read-only INTEGER reports congStatsAlarmOn(1) or congStatsAlarmOff(2), the congestion alarm status that applied during one completed historical 15-minute interval. An admin reads this to confirm whether the severe-congestion alarm was active during a specific past interval, useful when correlating a received alarm notification with the historical statistics table. Seeing nncAtmCongStatsShortIntvlAlarmStatus as congStatsAlarmOn(1) for a particular interval row confirms the alarm was active during that specific 15-minute window.
