What is nncAtmCongStatsShortIntvlAbsoluteIntervalNumber?
This read-only INTEGER (1-96) identifies which of the day's 96 fifteen-minute slots a completed historical short interval corresponds to, using the same 1=00:00-00:15 through 96=23:45-00:00 mapping as the current-interval object. An admin reads this to place a given row of historical short-interval statistics on the actual clock, rather than relying only on its relative nncAtmCongStatsShortIntvlIntervalIndex. A nncAtmCongStatsShortIntvlAbsoluteIntervalNumber of 1 tells the admin that historical row covers the 00:00-00:15 window.
