This read-only NncExtCounter64 reports the total number of cells discarded due to congestion at this point during the current 15-minute interval. An admin polls this to catch a fresh congestion-related discard spike quickly, without waiting for the interval to close and roll into the historical short-interval table. A sudden jump in nncAtmCongStatsCurrentShortIntvlTotalCellsDiscarded partway through an interval would prompt an admin to investigate an emerging congestion event right away.
