This read-only NncExtCounter64 reports the number of CLP 0 (high-priority) cells discarded due to congestion at this point during the current 15-minute interval. An admin watches this in near real time since loss of protected CLP 0 traffic signals unusually severe, ongoing congestion. A nonzero nncAtmCongStatsCurrentShortIntvlClp0CellsDiscarded while the interval is still open tells an admin high-priority cells are being dropped right now.
