This read-only INTEGER reports the congestion state — congStatsNormalState(1) through congStatsSevereCongState(4) — attributed to this congestion point within today's still-open daily interval accounting. An admin reads this alongside the point's instantaneous current-state object to confirm the daily-interval-scoped classification agrees with the real-time one. A mismatch here would flag a subtlety in the daily interval's state tracking worth double-checking.
