What is mefSoamPmNotificationCfgAlarmEnable?

A bitmask selecting which PM alarm types are generated at all: availability-change, LM/DM session start-stop, threshold-above, and threshold-set/clear alarms. A bit left at 0 suppresses that entire class of notification regardless of individual threshold or session-state settings.
