What is ifOtnMonTcmAlarmMode?
Controls how section-specific alarms are handled for this TCM entry when the section isn't operational: ignore (suppress both fault status and alarms), display (show fault status but suppress alarms), or alarm (raise alarms even for non-operational sections). An admin sets this to ignore on a TCM slot that's intentionally provisioned but not yet activated, to avoid nuisance alarms during rollout.
