hpnicfFCoEStaticVfcRowStatus is the standard RowStatus object controlling creation and deletion of a static VFC entry; the row becomes active on successful VFC creation, though the VFC itself must still be bound before it becomes operational. Admins use this two-step model to first create the VFC interface and only later (or immediately) supply its binding, giving flexibility in provisioning order. For example, an admin might set this to createAndGo to create an unbound VFC placeholder, then configure hpnicfFCoEStaticVfcBindMACAddress afterward to complete the binding.
