What is hpicfOspfSpfTimerElapsed?

The elapsed time since the last OSPF SPF (Shortest Path First) run completed, per the DESCRIPTION. Admins use this alongside hpicfOspfSpfThrottleCurrentSpfInterval to judge whether a route recalculation is overdue given the router's current throttling settings.
