This is the value of sysUpTime recorded the last time a device was added to or removed from this agent's Distributed Management Chain. Admins use it to quickly tell whether the chain's membership has changed recently without polling the whole member table. For example, a timestamp corresponding to five minutes ago would tell an admin a chain membership change happened recently, worth investigating.
