An admin uses this to provision a new static VFC ahead of associating it with a specific ENode or remote-FCF, since the binding details can be added after row creation. For example, an admin might create the row with createAndGo first and then set the bind type and MAC address in a follow-up operation before the VFC starts passing FCoE traffic.
