What is f3PbbFlowA2NPbbCapableFlag?

Controls how access-to-network (A2N) direction PBB frames are handled on this flow: when false, PBB frames are dropped in hardware (FPGA) and only I-TAG pushing is allowed; when true, PBB frames pass through and software may push I-TAG normally but not additional C-TAG/S-TAG layers on this flow. An admin sets this based on whether the attached access device is itself PBB-aware.
