Unlike cpqDaPhyDrvSpinupRetries, which counts retry attempts, this counter only increments once the controller has actually declared the drive failed over a spin-up problem. For instance, an admin correlating a drive dropping from the array with a nonzero value here would know the root cause was the drive failing to spin up rather than a media or command error.
