An admin turns this on so the server proactively calls out, for example to a remote diagnostics service, whenever an ASR reset occurs, complementing the inbound dial-in path. Enabling dial-out ensures the server calls the remote diagnostics number automatically the moment an ASR reset fires, rather than waiting for someone to dial in.
