Inactive (2) The monitored system has an on-line spare configured, but is not currently in use.

Failed (3) The on-line spare has failed and is no longer available for use.

Building (4) A physical drive has failed. Automatic Data Recovery is in progress to recover data to the on-line spare.

Active (5) A physical drive has failed. Automatic Data Recovery is complete. The system is using the on-line spare as a replacement for the failed drive.

What is cpqFcaSpareStatus?

This enumerated value reports the current state of an online spare drive, as other, inactive, failed, building, or active. An admin monitors this to know whether a hot spare configured for a logical drive is standing by unused, actively rebuilding data after taking over for a failed drive, or has itself failed and is unavailable. For example, seeing building(4) confirms Automatic Data Recovery is underway onto the spare after a physical drive failure was detected.
