An admin treats a nonzero value as evidence that this destination drive (often a spare taking over for a failed disk) has itself failed and cannot accept the recovered data. For example, a failed rebuild combined with a nonzero BadRecvWrites count tells the admin the spare drive being rebuilt onto is bad and needs replacing, not just the original failed disk.
