An admin sets this before triggering a clear action to control the blast radius, for instance clearing only dynamically learned neighbor entries while preserving manually configured static ones. For example, choosing dynamicOnly lets an admin force relearning of all discovered neighbors after a network change without losing manually pinned static entries.
