What is rlRaGuardManagedConfigFlag?
This read-write INTEGER (disabled(0), enabled-off(1), enabled-on(2)) is the global default for verifying the RA's Managed-config (M) flag, used when no policy explicitly sets rlRaGuardPolicyManagedConfigFlag. An admin cares because it sets the device-wide default posture for M-flag checking before any specific policy narrows it further. For example, leaving this at disabled(0) means the M flag isn't checked device-wide unless a policy like "raguard-host" explicitly enables the check.
