An admin cares because it is the definitive answer to whether unsigned ND traffic will actually be dropped there right now. For example, if this reports disabled for a port, an admin troubleshooting spoofed Neighbor Advertisements would know that FHS won't be blocking them there, and would look at raising the policy's rlNdInspectionPolicyDropUnsecured setting.
