This read-only OCTET STRING is one VLAN-range column (1025 to 2048) of the Neighbor Binding Integrity policy-to-port lookup table, showing which VLANs in this range currently have a given policy bound on a given port. An admin cares because it lets you audit deployment from the policy's point of view -- confirming exactly where policy "nbi-edge" is actually active -- without having to re-derive it from the port-indexed configuration table. For example, querying this object for policy "nbi-edge" on port Gi1/0/20 and seeing the bit for VLAN 1500 set confirms that VLAN is indeed covered by that policy on that port, which is useful when troubleshooting why binding-integrity isn't blocking traffic on a VLAN you expected it to.
