What is rlNbrBindingIntegrityBindingState?
This read-only INTEGER (valid(0), tentative(1)) reports the current state of a Neighbor Binding Table entry. An admin cares because a tentative entry hasn't yet been fully confirmed and shouldn't be relied on the same way a valid entry is when troubleshooting connectivity or spoofing alerts. For example, a binding stuck in tentative(1) state for a long time could indicate the address ownership verification process for that entry never completed.
