This RowStatus object creates, activates, or deletes one static entry in the Neighbor Binding Table. An admin cares because it is how an admin manually pins a known-good IPv6-address-to-MAC-to-interface binding, rather than waiting for it to be learned dynamically via NDP or DHCP. For example, setting this to createAndGo(4) after filling in the IfIndex and MacAddress objects adds a permanent static binding for a critical server's address.
