This is a RowStatus object, the standard SNMP conceptual-row control used to create, activate, or delete one row of the IPv6 First-Hop Security port-policy table. An admin cares because it is how you actually commit or remove the attachment of an FHS policy to a port through SNMP, rather than just writing values into an already-existing row. For example, setting this object to createAndGo(4) for port Gi1/0/3 instantiates a new port-policy row (with its VLAN bitmap columns) before any per-VLAN bits can take effect.
