It gives an admin a quick way to confirm whether a subscriber radio's silence on the air is intentional rather than a fault. For example, if a subscriber unit suddenly stops passing traffic, checking p2mpSuTxMuteEnable lets the admin rule out a deliberate mute before escalating it as a hardware problem.
