An administrator tunes this booking factor to control call-admission aggressiveness for non-real-time VBR traffic on the interface: a value above 100 lets the switch oversubscribe (statistically multiplex) non-real-time VBR connections, while 100 books calls at their literal declared rate. For example, setting cwspUtilFactorNrtVbr to 150 tells the admission-control logic to treat each new non-real-time VBR call as consuming only two-thirds of its nominal bandwidth for booking purposes, allowing more non-real-time VBR SVCs to be admitted on the same trunk.
