This read-create boolean controls whether switched virtual connections (SVCs) are allowed to be established through this interface. It lets an admin block new SVC setups on a given interface, for instance during maintenance or capacity control, without affecting connections already up. For example, an admin preparing to decommission a trunk would set this to true first so no new SVCs are routed onto it while existing traffic drains off.
