This writable value configures, in seconds, ATM signaling timer T317, which starts when a RESTART message is received in the Restart state and is normally stopped by internal clearing of call references, generating a maintenance notification at first expiry; it must be set smaller than T316. It lets an admin control how long the receiving side of a restart waits for its own internal cleanup before raising a maintenance alert. For example, an admin tuning restart behavior on a busy switch would ensure T317 stays comfortably below T316 as the MIB requires.
