It lets an admin see how often this switch itself is rerouting outbound calls away from a failed path segment by generating a crankback. For example, a rising cwspOutCrankbacks count on a particular interface could indicate that path repeatedly fails partway through call setup, forcing this switch to crank back and try an alternate route.
