It gives an admin a single aggregate figure for outbound call-establishment failures, to be broken down further using the specific filter/route/resource/timer failure counters. For example, an admin seeing cwspOutCallFailures climb would check cwspOutFilterFailures, cwspOutRouteFailures, cwspOutResrcFailures, and cwspOutTimerFailures to isolate the specific cause.
